Moscow, August 23, 1939

(see the Secret Additional Protocol swhich resulted in the Soviet invasion on Sept.17, 1939 and sealed
Poland's fate---a knife in the back of the Polish army resisting Nazi aggression.)
The economic cooperation between the USSR and Nazi Germany in observance of the Pact confirms Soviet guilt in
contributing to WW II and in helping to sustain the Nazi war effort economically and militarily until 1941.

Initiative en cours d'élaboration - lettres aux autorités polonaises, organisations, information sur quelques résultats des procès et dédommagements pris en charge par le budget de l'état polonais, à titre humanitaire, sans que le vrai coupable (héritiers de l'Union soviétique) soit mis à contribution.
Problème des Polonais dépossèdes et qui ont souffert des déportations soviétiques ou crime de génocide  mais ne sont toujours pas dédommagés .
Inicjatywa majaca na celu stworzenie odpowiedniego funduszu (i dla tych Sybirakow i spadkobiercow, nie objetych ustawa z '91 i zaleznych od arbitralnych niekiedy decyzji komisji lekarskich decydujacych o przyznywaniu swiadczen) zwiazane z nia listy do polskich instytucji i organizacji, echa prasowe o dotychczasowych procesach o odszkodowania

YOUR HELP AND SUGGESTIONS
 An initiative with the goal of creating a proper fund for those Poles deported to Siberia or who suffered under Soviet genocide, and their descendants, and who are not covered by the Holocaust Survivor's Fund or similar plans. This includes women and children deported to the USSR as forced labour following the joint Nazi-Soviet occupation of Poland. This is an initiative to counter the failure of official Polish representatives who have not responded to the claims of Polish survivors of Soviet oppression.

Association Chretienne desFamilles d'Auschwitz

fondeé en 1998, sur l'initiative des anciens prisonniers polonais des camps de concentration allemands Auschwitz-Birkenau.

Son but est de perpetrer la memoire de toutes les victimes de KL Auschwitz(juives,tziganes,sovietiques, et d'autrs nations), et veiller à ce que les 150 000 Polonais  déportés à Auschwitz-Birkenau ne soient pas, eux non plus, oubliés.

Relief for Neediest Holocaust Survivors in Eastern Europe and Former Soviet Union

Washington conference - S.Eisenstat kwestia "podwojnych ofiar komunizmu i nazizmu"-
Conference de Washington et question de "double victimes du nazisme et du communisme"- ne sont pas inclus  ceux déportés ou spoliés par les Soviétiques et depossedés suite aux accords de Yalta (transfert des frontières polonaises), donc responsabilité des alliés occidentaux .
Pourtant, personne ne parle de cette dernière categorie de victimes.
Pourquoi les autorités polonaises ne soulevent toujours pas le problème, tout en participant au Fond  "for Neediest Holocaust Survivors?
Deklaracje o "podwojnych ofiarach stalinizmu i nazizmu" i odszkodowaniach dla nich.
Polska, uczestniczac w Konferencji, przeznaczyla na poczet Funduszu czesc zlota bedacego nadal (!?)w gestii Tripartite Comission. Rozdzialem zajmuja sie organizacje pozarzadowe.

Szeregowi Sybiracy
o tym nie wiedza, proszac jednoczesnie (ustami P. Reiffa) o "pozyczke" do p. Balcerowicza (na rzecz zapomogi dla starszych wiekiem). Uzyskali 5 milionow do podzialu.
Odmawianie przez komisje lekarskie rekompensat za stan zdrowia zwiazany z przejsciami na Wschodzie nie nalezy do wyjatkow. 
Prosze o informacje na ten temat.

 The Washington Conference discussed the question of the "double victims of Communism and Nazism"
and compensation for them.
In the end it excluded from the list of "victims" all those who suffered crimes under Soviet and Communist rule, citing accords enacted at Yalta by the Allies and Soviets which among
other things changed Polish borders and citizenship. Polish representatives participating in the Holocaust
Survivor's Fund did not pursue the question of Soviet guilt and Polish victims.

Dlaczego wiec Sybiracy nie zostali wlaczeni w krag beneficientow ?
Dlaczego brak inicjatywy ze strony polskich wladz o utworzenie odp. Funduszu, z udzialem odpowiedzialnych za Jalte, i miarodajnego stanowiska w tej sprawie ?
Nie ma powodu, azeby placilo za to polskie spoleczenstwo (z budzetu, kosztem innych), skoro jednoczesnie zwraca sie do Niemcow o odszkodowania . Nalezaloby stosowac te sama miare wobec podobnych zbrodni.

Statut daje jednak prawo jedynie "ofiarom hitle-
ryzmu", i wyklucza ofiary represji sowieckich wobec braku polskiej inicjatywy w odpowiednim momencie i wskutek niewykorzystania obecnosci Prof. Bartoszewskiego w Komisji Bergier.

Statement of the Swiss Bankers Association admitting that there there were identified also bank accounts and assets of Poles deported to the USSR.
therefore the survivors or their descendants should be eligible to apply for compensation to the Fund created two years ago. However  statutes regarding the
Fund limit compensation only to "victims of Hitlerism". Victims of Soviet repression are excluded, to a large extent due to the lack of initiative of official Polish participants in the creation of the Fund for Holocaust victims.
